Executes software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security, and testing using software development methodologies across all lifecycle phases. Defines and validates the need for proposed new or improved systems through consultation with program officials in customer program organizations. Conducts detailed analyses of business processes for which systems are being developed and defines information technology solutions and alternatives to enable changes and improvements. Independently provides formal and/or informal instruction to users regarding complex systems issues, features, etc. Develops user manuals or instructions for assigned applications. Provides customer assistance and reviews technical literature and guidance to maintain knowledge of current, new, and evolving software and systems.

Specialized experience is defined as: Identifying basic information systems and software design requirements; participating in testing and implementation of an information system; participating in systems and software life cycle development processes.
