About the role

Join the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. As Lead HR Specialist (Compensation), you will lead compensation and payroll operations, provide expert pay and leave guidance, oversee customer projects, resolve payroll issues, and support service delivery improvements. Lead a team performing compensation, payroll, time and attendance, and leave administration work for customer agencies. Balance workload, monitor progress, review completed work, and report team accomplishments, issues, and training needs. Provide technical guidance on Federal pay setting, leave programs, incentives, work schedules, and related compensation authorities. Review pay and leave policies, payroll data, compensation records, and time and attendance records for accuracy and compliance. Resolve payroll discrepancies, overpayments, leave errors, debt issues, waiver requests, and pay disputes. Manage compensation and payroll projects, track deliverables, brief customers, and coordinate actions through resolution. Support business development by preparing briefings, pricing proposals, agreements, budget estimates, and service improvement efforts.

What we are looking for

For the GS 14: You must have one full year (52 weeks) of specialized experience equivalent in scope and responsibility to the GS-13 grade level in the Federal service performing all of the following: Interpreting and applying Federal pay and leave laws, regulations, and policies to advise managers, human resources staff, or employees on pay setting, leave entitlements, work schedules, premium pay, incentives, or other compensation matters; AND Using Federal payroll and time and attendance systems to review payroll, time and attendance, leave, debt, or compensation records; identify discrepancies or processing errors; and determine or coordinate corrective actions to ensure accurate employee pay; AND Coordinating Federal compensation, payroll, time and attendance, or leave administration activities or projects, including tracking actions, resolving issues, briefing stakeholders, and documenting outcomes or recommended actions; AND Leading or providing technical guidance to human resources, payroll, or program staff by assigning or coordinating work, monitoring progress, reviewing completed work, resolving technical issues, or identifying training needs. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Data Quality and Record Maintenance • Maintain accurate and up-to-date business records within BBB databases and systems. • Research and correct inaccurate, incomplete, or outdated business information. • Verify business names, addresses, telephone numbers, websites, ownership information, and other relevant company data. • Identify duplicate or inconsistent records and assist in resolving data issues. • Perform periodic data-quality reviews to ensure the integrity of BBB records. Accreditation Renewals and Retention • Assist with the annual renewal process for existing BBB Accredited Businesses. • Contact Accredited Businesses regarding upcoming renewals and outstanding information. • Assist in processing renewal paperwork and updating business records. • Help identify businesses that may be at risk of non-renewal and bring concerns to the attention of the Vice President of Accreditation. • Provide professional and responsive customer service to existing Accredited Businesses. • Assist with retention efforts and other activities designed to strengthen relationships with BBB Accredited Businesses.
