The NASA Technical Fellows Program recognizes Agency-wide technical excellence and leadership, with Fellows serving within the NASA Engineering and Safety Center (NESC); advising the Office of the Chief Engineer, NASA programs and Mission Directorates. Also serves as a voting member on the NESC Review Board. Fellows perform value-added testing, analysis, and assessments of NASA's high-risk projects to ensure safety and mission success. The Technical Fellow Non-Destructive Evaluation: Serves as the Agency's authoritative technical resource in Nondestructive Evaluation (NDE), applying advanced engineering theory and operational expertise, frequently leading teams and providing the technical foundation for evaluating and reducing mission risk. Provides Agency-wide technical leadership and collaboration in NDE, leading independent assessments and partnering with recognized researchers and engineers across NASA centers, academia, national laboratories, industry, and the Department of Defense to conduct and sponsor work that informs NDE mission risk. Communicates and fosters NDE knowledge, publishing engineering findings through NASA channels, journals, seminars, NESC Academy courses, or domestic/international universities; serve as an invited presenter at conferences and promote participation in engineering academies. Provides senior technical leadership for independent technical reviews, serving as the national/international expert in NDE. Establishes, leads, and stewards a Technical Discipline Team (TDT) of the Agency's foremost NDE experts, and augmenting by external specialists-to support independent assessments and ensure discipline stewardship across NASA. Applies advanced NDE methodologies using non damaging interrogating energy-such as sound, heat, X rays, microwaves, optical, and Terahertz radiation-to characterize material properties, detect damage, and assess the integrity of aerospace materials, structures, and systems. Develops, adapts, and customizes NDE techniques to accommodate complex material types, specialized structural geometries, and unique flight components used across NASA missions, ensuring accurate, reliable, and mission appropriate inspection results. Provides authoritative technical expertise and leadership across the full spectrum of NDE subdisciplines, including dye penetrant, magnetic particle, ultrasonic, acoustic emission, radiographic, thermographic, optical, and electromagnetic methods, as applied to metallic and composite aerospace structures. Leads Agency-wide NDE discipline stewardship activities, including technical workshops, knowledge-sharing forums, identification and cataloging of critical skills and facilities, assessment of emerging technical challenges, and periodic reporting of discipline health, capability, and risk to Agency leadership.

Leads the Flight Research and Demonstration Program, directing system level planning, management, and evaluation of research advancing aeronautics technologies. Develops strategies, allocates resources, assesses risk, coordinates with stakeholders, and ensures alignment with Agency goals while overseeing program operations and performance. The Director, Flight Research & Demonstration Program: Develops overall program strategies and requirements, including objectives and outcomes consistent with Agency strategic goals and objectives; using inputs from a range of Research Center and external technical experts. Assesses and allocates technical, budget and schedule requirements to program and other managers as required. Ensures preparation of supporting plans and budgets, including program plans, program commitment agreements, and integrated program and budget documents. Maintains cognizance of programs and projects as required, including performance, content, schedules, and resources. Assesses technical, budget and schedule risks throughout program/project life cycles. Ensures preparation of needed materials and supports briefings and presentations to Congress, the Office of Management and Budget, and other constituencies and stakeholders. Supports the Aeronautics Division Director in high level interactions with a variety of external organizations, including industry, universities, and other government departments and agencies. Cultivates strategic partnerships that accelerate transformative innovation and advance national aeronautics priorities. Provides for the interpretation, dissemination, and implementation of program and program-related policy guidance for activities in the incumbent's areas of cognizance. Anticipates new requirements, problems, opportunities, developments and trends so that new Mission Directorate initiatives can be planned and integrated with current activities and priorities. Plans, manages, and oversees the activities of the Flight Research and Demonstration Program Office within the Aeronautics Division of the Research and Technology Mission Directorate, including organization design, staffing, work assignment and flow, and performance evaluation and improvement.

The primary purpose of this position is to serve as a Senior Engineer managing the exploitation of foreign weapon systems and ensuring sustainment of exploitation capabilities for the Center and the Squadron. Maintain COR certification to oversee the administration of Facility Engineering Service's Architect/Engineer and Construction Contracts. Conduct capital asset and infrastructure planning and design for the medical facility spanning initial strategic planning, concept development, design, construction, and effective implementation of complex buildings, utilities, and medical support systems. Manage healthcare engineering project design and administer construction in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards. Perform healthcare engineering project construction management and post project activities while ensuring continuity of building and utility services for medical facility operations. Assist in the provision of a continuing education program for clinical staff and maintenance personnel addressing the principles and application of building and utility systems in the delivery of health care. This includes a curriculum that addresses the safe and effective use of medical gases, emergency power, ventilation, and other healthcare infrastructure related technology. This requires skill to effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information. Assist in development and implementation of the environment of care program that meets current Joint Commission, Food and Drug Administration (FDA), College of American Pathologists (CAP), NFPA, and VA requirements, particularly as it relates to construction safety and infection control. Responsible for evaluating programs and projects to assure compliance with all environmental, safety and security standards. Develop initial concept documents, create and maintain project and lease applications in multiple VA database systems, such as the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning Tool, and Capital Assets Inventory. Track and manage the status, changes and updates to projects over their life cycle.
