About the role

As a Cost Management Branch Chief, you will perform a wide range of cost management activities and functions in support of key capital development projects. The Office of Program and Project Management responsibilities include data analysis, project measures, IT tools, project manager training and certification, cost and schedule management, and project risk identification and management. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsible for directing, managing, and coordinating cost management activities for complex professional, technical, and/or administrative projects and programs relating to property management, realty services, design and construction, physical security activities, and the needs of designated customer Federal agencies. Projects include multi-million dollar modernization, repair and alteration, construction, and leased facility projects. Develops and directs the analysis and evaluation of complex cost management projects and activities in terms of operational procedures, organization, workflow, overall effectiveness. Determines cost management standards and controls, assures achievement of established cost management goals, and develops and executes procedures to improve program execution. Provides advice and interpretation of policies, regulations, and procedures governing acquisition activities within the framework of agency policies, and applicable laws and regulations. Plans and organizes work for subordinates by setting and adjusting priorities, coordinating workload, assigning tasks, providing advice and instruction, and evaluating and developing performance standards.

The GS-14 salary range starts at $125,776 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. SPECIALIZED EXPERIENCE: Specialized experience is defined as: Managing, coordinating, and overseeing cost management activities for large, complex construction, modernization, repair and alteration, lease construction, or capital development projects; and Providing technical oversight for cost estimating and cost management programs, including developing cost estimates, cost management standards, controls, procedures, tools, statements of work; and Supervising or leading professional or technical staff or project teams, such as assigning work, setting priorities, evaluating performance, providing technical guidance, resolving work-related issues, identifying training needs, and improving work quality or productivity; and Serving as a technical advisor and liaison to a variety of stakeholders, such as senior leadership, acquisition officials, engineering or architecture staff, customer agencies, or contractors by providing authoritative guidance on cost management, acquisition-related cost issues, and budget impacts to support successful project delivery.
