If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Directs, plans and coordinates complex analyses of planned or proposed programs, projects or processes which consider factors such as; impact on customers, other programs and procedural changes, staffing, training and support requirements, risk factors, costs and available alternatives. Performs operational reviews, prepares evaluations and provides guidelines pertaining to the effectiveness of complex program operations which involve and impact multiple IRS locations and/or organizations. May lead or coordinate lower graded employees in the reviews and evaluations of complex programs. Participates in formal or informal studies, either independently or as directed by management. Formulates projects, proposals, makes recommendations on priorities, scope, timing and techniques for management consideration and decision. May act as a senior analyst providing guidance and assistance to lower grade specialists. May serve as project manager responsible for accomplishing various analytical studies and/or projects involving complex programs, systems and issues that impact on multiple IRS locations and/or organizations. What we are looking for

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. GS-13 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience must include: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; experience with management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; and experience with project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with oral communication techniques to present findings and deliver briefings, help others in understanding and accepting findings and recommendations, and negotiate solutions to disputed recommendation; Experience with written communication techniques to prepare project papers, staff reports, manuals, directives, taxpayer correspondence and web content in plain language. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
