General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training.
Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Establishes close working relationships with internal and external customers and stakeholders, including officials of entities issuing tax advantaged bonds, bond counsels, tax practitioners, tax and accounting professional groups, and executives within the Tax Exempt and Government Entities Division and other functions within the Internal Revenue Service (IRS), and other federal and state government agencies.
Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and makes recommendations for action to resolve them. Ensures bond examination goals, strategies, and policies are communicated to all employees. Manages short and long-range planning activities and coordinates on an organizationally wide basis regarding procedures, responses and reports dealing with tax advantaged bond issues; allocates resources among subordinate groups; coordinates the education and communication programs subordinate groups.

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.
To be qualifying for this position your experience should be sufficient to demonstrate: Examining documents, records, accounting reports, and processes to ensure compliance with accounting and auditing principles, laws, and regulation Providing technical briefing to leadership on matters involving statutory provisions regarding accounting and auditing principles laws and regulation.
Partnering with internal and/or external stakeholders and implemented program improvements to increase voluntary compliance (i.e., policy, tax forums, headquarters, etc.). Identifying and developed fraud trends and/or areas of noncompliance. Providing technical guidance on communications, liaison activities, public outreach initiatives, and communication program requirements to support consistent program implementation.
Conducting comprehensive compliance reviews and examinations of municipal debt portfolios to ensure strict adherence to federal statutory provisions under the Internal Revenue Code. Leveraging advanced knowledge of public finance to audit the key structural elements of municipal bonds, verifying the tax status of qualified issuers and evaluating the impact of private business use and purpose investments on the retention of tax-exempt status.
Coordinating projects involving multiple organizations or stakeholders by facilitating meetings, resolving project issues, monitoring project milestones, and communicating project status and recommendations. Implementing process improvement initiatives by developing or applying project management methodologies, performance measures, or process improvement techniques to improve operational efficiency and service delivery. The employee will serve as the Program Analyst, located in the Business Department, Business Operations Division of the Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee.
The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.
Major duties include but are not limited to: Develop goals and strategic plans for the local Employee Whole Health (EWH) program. Develops programs and initiatives to ensure EWH plan is achieved. Represents local EWH team to ensure collaboration on national initiatives that may be beneficial to employees when feasible.
Conducts needs assessments of employees to determine program needs and interests and develops core local program components based on assessment results. Collaborates with other services on the assessment of the needs of employees for the evaluation of the effectiveness of the local EWH program. Collaborates and develops programming specific to VCL divisions.
Compiles and distributes information on various local EWH program topics and collaborates with relevant subject matter experts. Responsible for scheduling, selecting classes and activities, and organizing events. Integrates concepts, practices and tools that support the Whole Health (WH) system of care. Implements use of available individual health assessments to determine employee wellbeing strengths and opportunities.
Creates personalized health plan with employees who desire one by exploring the employee's mission, aspiration, and purpose (MAP); creates goals and action plans with the employee based on his/her MAP. Maintains strict confidentiality of individual employee information according to published guidelines and procedures. Models healthy behavior and provides support and encouragement to employees as it relates to behavior change.
Provides WH support to employees on an individual basis or in a group setting. Promotes local EWH program to all employees on all shifts throughout the organization. Collaborates with VCL Internal Communications to develop a communications and marketing plan. Consults with VCL staff as appropriate to maintain high program visibility.
Solicits feedback from employees on needs and expectations for the local EWH program primarily through web-based questionnaires. Adjusts program offerings based on employee utilization, satisfaction, and effectiveness. Maintains up to date knowledge of local policies and procedures related to EWH as needed to ensure compliance with VHA level directives and regulations, Union Master Agreements, professional guidelines, and all accrediting and regulatory agencies.
Reports regularly to EWH leadership on program goals and accomplishments. Performs other duties as assigned.
Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs.
Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy.
Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity.
The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.
